طراحی یک مدل ریاضی برای تخصیص بودجه فرهنگی حوزه معاونت فرهنگی ودانشجویی (مطالعه موردی:دانشگاه غیرانتفاعی خیام)

هدف از این پژوهش ارایه مدل ریاضی جهت تخصیص بودجه فرهنگی حوزه معاونت دانشجویی و فرهنگی دانشگاه خیام در سال تحصیلی 93-92 می باشد. علیرغم تخصیص بودجه قابل توجه برای انجام فعالیت های فرهنگی متاسفانه هنوز الگویی برای نحوه دقیق هزینه شدن این بودجه ارائه نشده است. تنها سه حوزه فرهنگی، حوزه ورزشی و مشاوره و سهم هر حوزه از کل بودجه مشخص شده است. از آنجا که لیستی از مجموعه فعالیت های مرتبط با هر حوزه و اهداف اجرای هر فعالیت در دست نبود، با مرور ادبیات و مراجعه به سایتهای وزارت علوم و سایر نهادهای متولی فعالیت های فرهنگی و اسناد بالا دستی، گزینه ها(فعالیت های مرتبط با هر حوزه) و همچنین معیارهای مربوط به هر حوزه شناسایی شد. معیارها نشان می دهند که هر فعالیت چه اهدافی را محقق می کند. سپس با روشهای وزن دهی استاندارد، وزن هر معیار مشخص شد. سپس با استفاده از روشهای تصمیم گیری چند معیاره اولویت هر گزینه(فعالیت) را در هر حوزه به دست آوردیم. جهت مشخص شدن محدودیت ها، بر اساس نظر کارشناسان فرهنگی، تعداد حداقل و حداکثر تعداد اجرای هر فعالیت در دوره بودجه ریزی مشخص شد. در تکمیل مدل، در برخی موارد که مطلوبیت هر فعالیت از سوی مخاطبین در اثر بخشی آن فعالیت موثر بود، با نظر سنجی از دانشجویان، اولویت هر فعالیت را از دید دانشجویان نیز به دست آورده و در تعیین اولویت نهایی فعالیت ها آن را در مدل نهایی وارد کردیم. در اجرای این فعالیت ها بودجه ای از سوی وزارت علوم مقرر شده که با در نظر گرفتن سقف بودجه با استفاده از داده های روشهای قبل به طراحی یک مدل ریاضی پرداخته شد که در نهایت با حل این مدل هزینه هر فعالیت در هر حوزه مربوطه بدست آمد. این مدل قابل تعمیم به سایر دانشگاه ها می باشد همچنین الگویی برای تخصیص بودجه فرهنگی در سایر نهادهای متولی فراهم می کند.
