چکیده

کشور ایران از جمله کشورهایی است که حاکمیت ساختار بسیط بر ارکان اجرایی و تقنینی آن موجبات بروز مشکلات عمده ای خصوصا در حوزه حکمروایی فراهم آورده است. گستره قلمرو حاکمیت دولت تا اعماق مسولیتها و وظایف نهاد های غیر دولتی، مشکلات و مسائلی را دامن زده است که می بایست با دیدی علمی و حرفه ای به آن نگاه شود. نهاده حاکمیت با در بر گرفتن حوزه های جاری زندگی شهروندان، از عمده ترین مقولات است که نیازمند سیاستگذاری مناسب است. مدل سیاستگذاری که با دخیل کردن مردم در فرایند های حکمروایی اشکال بهتری از کارایی، اثر بخشی، بهروه وری و رفاه را فراهم آورد. واگذاری اقتدار محلی حکومت مرکزی به ساختار های مردمی و دموکراتیک تر من الجمله سازمان های مردم نهاد، نشانه های بهبود کارایی و دقت در برآورده سازی منافع روزانه مردم و به اعتباری اعضای جامعه مدنی است. کوچک سازی حوزه عمل و دخالت حکومت مرکزی در اموری که عملا می بایست واگذار گردند چیزی غیر از واگشایی گره ها و مشکلات عمومی در عرصه محلی نیست. نگاهی به مشکلات سطح تهران بعنوان فضایی که دولت همواره داعیه دخالت در امور آن را دارد نشان می دهد که مهمترین عامل آن، استیلا سازمان ها و نهاد های دولتی بر حوزه های غیر وظیفه ای به صورت ناکار آمد است که بعضا مشکلاتی ایجاد کرده است که راه برون رفت آن شکستن سلطه حکومت مرکزی بر مدیریت شهرها است. این پژوهش با بهره گیری از مدل دلفی به ترسیم پرسشنامه پرداخته و از طریق گویه های معنا دار به تعداد 346 نفر از مسئولین و فعالین سازمان های مردم نهاد که از طریق فرمول کوکران به دست آمده است را مورد پرسش منطبق با فرضیات قرار داده است . پژوهش صورت گرفته با برتافتن ابعاد سیاستی موضوع نشان می دهد که با گسترش قلمرو حکمروایی مطلوب در نهادهای قدرت و افزایش سازمان های مردم نهاد توام با درک صحیح از مولفه های حکمرانی خوب و تخصیص سهم بیشتری به مقوله مشارکت مردمی، میتوان به گره گشایی از بخش قابل توجهی از مسائل پیش آمده در سطح شهر تهران پرداخت.
